FHLBank Offering Disaster Relief Advances to Nebraska Members FHLBank Topeka is offering its Housing and Community Development Emergency Loan Program (HELP) and Rural First-time Homebuyer Program (RFHP) to Nebraska members who are financing the repair or reconstruction of residences or businesses that were damaged by severe storms, tornados and flooding that occurred April 23-26, 2008.Who's Included in the May 28 Disaster Declaration Gage, Johnson, Morrill, Nemaha and Pawnee counties More about HELP These advances are priced equal to FHLBank’s cost of funds and can be used to fund conventional or short-term loans for households or businesses damaged by the storm. The standard requirements of FHLBank’s credit and collateral policies apply to these special advances, which can be obtained for terms up to 30 years. Members are limited to no more than a 200-basis-point markup to their customer above HELP advance rates. The total dollar amount of HELP advances available is $25 million. Requests will be honored on a first-come, first-served basis and are limited to $2 million per project. Each member may obtain HELP advances for no more than two projects per year.
