FHFA Community Support Statements are due no later than October 29, 2021. We are encouraging members to complete this as soon as possible to avoid being placed in restricted status. Emails are being sent to contacts containing instructions for completing the statements.

MARK E. YARDLEY, President and CEO  

Mark Yardley joined FHLBank Topeka as internal auditor in October 1984. He was named first senior vice president and director of finance in 1999, Chief Financial Officer in December 1999 and executive vice president in 2005. He became Chief Risk Officer in June 2010 before accepting the role of interim president and CEO on January 1, 2017 and permanent president and CEO on March 24, 2017. A certified public accountant, Yardley is a member of the Kansas Society of Certified Public Accountants and the American Institute of Certified Public Accountants. Prior to joining FHLBank, he worked for a national public accounting firm, holding several auditing positions. He graduated summa cum laude from Washburn University, Topeka, with a degree in business administration with an accounting emphasis. He is a trustee and director for the Washburn University Foundation, serving as the chair of its audit committee. He is also treasurer at Topeka Bible Church, a trustee for University of Kansas Health Systems – St. Francis Campus and an at-large member of the Greater Topeka Partnership Chairs Council.

 

 

 

 

Jeffrey Kuzbel, Senior Vice President, Chief Financial Officer
Jeffrey Kuzbel joined FHLBank in April 2021 as chief financial officer. He most recently worked for Capital One Financial in McLean, Va. Kuzbel's experience includes working for Federal Home Loan Bank of Pittsburgh, Freddie Mac, a private asset management firm and the Office of Thrift Supervision. He holds bachelor's and master's degrees in business administration from Duquesne University in Pittsburgh, Pennsylvania.

 

 

 

 

Sonia Betsworth, Senior Vice President, Chief Administrative Officer

Sonia Betsworth joined FHLBank Topeka in 1983. She has held various positions, including credit analyst and credit and collateral manager. She was promoted to credit officer in 1992, assistant vice president in 1994, vice president in 1998 and senior vice president in 1999. She became chief credit officer in 2013 and was named chief administrative officer on March 24, 2017. As the chief administrative officer she oversees the Strategic Planning, Member Solutions, Facilities and Information Technology departments. Betsworth has a bachelor of business administration in finance from Washburn University, and is a graduate of the Graduate School of Banking in Colorado.

 

 

 

 




 

Dan Hess, Senior Vice President, Chief Business Officer

Dan Hess joined FHLBank Topeka in 1995 as a correspondent banking account manager for Kansas. He was promoted to lending officer in 1997 and to assistant vice president and lending manager in 1999. He was named vice president in 2000, first vice president in 2002 and senior vice president in 2009. Hess currently leads FHLBank’s Lending, Sales, MPF Program, Product Administration, Marketing and Communications, and Wire Services departments. Before joining FHLBank, Hess was a senior auditor with Capitol Federal Savings in Topeka, Kan., and assistant industry condition reporting coordinator for the Office of Thrift Supervision, also in Topeka. Hess has a bachelor of business administration from Washburn University in Topeka. He is also a graduate of the Nebraska and Kansas Bankers Associations’ Advanced Schools of Banking and the Graduate School of Banking in Boulder, Colo.

 

 

 

 

tommy millburn, Senior Vice President, Chief Audit Executive

Tommy Millburn joined FHLBank Topeka in 1994 as a staff internal auditor. He was named staff electronic data processing (EDP) auditor in 1996 and was promoted to assistant vice president and director of Internal Audit in 1999. He was named vice president in 2000, first vice president in 2004 and senior vice president in 2010. Millburn has a bachelor of business administration degree in accounting from Washburn University and is a certified public accountant and certified information systems auditor.

 

 

 

 

 

 

martin schlossman, Senior Vice President, Chief Risk Officer

Martin Schlossman joined FHLBank Topeka in November 2000 as an enterprise risk analyst. He was promoted to planning officer in December 2001 and to assistant vice president in March 2004. He became a vice president in June 2005 and was promoted to first vice president in March 2009. He was named chief risk officer on March 24, 2017. Before joining FHLBank, Schlossman worked for Fidelity Bank in Wichita, Kan. He has also worked as an auditor with Bank of America, Texas, and Fourth Financial Corp. (Bank IV), Kansas, as well as a senior auditor with Ernst & Young, LLP. Schlossman has a bachelor of science in business administration with an accounting emphasis from Kansas State University and a master of business administration in management from the University of Texas, Arlington. He also earned his Certification in Risk Management Assurance (CRMA) from the Institute of Internal Auditors in 2012.

 

 

 

 

 

Amanda Kiefer, Senior Vice President, Chief Human Resources & Inclusion Officer

Amanda Kiefer joined FHLBank Topeka as an officer and staff attorney in 2011. She was promoted to assistant vice president and assistant general counsel in 2014 and first vice president and Director of Human Resources and Inclusion in 2016. She was promoted to her current position in October 2021. Prior to joining FHLBank, Kiefer worked at Security Benefit Corporation as Assistant Counsel, where she practiced in the area of securities regulation.  


Kiefer is a graduate of the Washburn University School of Law and Kansas State University, where she received a Bachelor of Arts degree in Political Science. 
 

 

 

 

 

 

Matt Koupal, SVP, Chief Compliance and Ethics Officer & General Counsel, Corporate Secretary

Matt Koupal joined FHLBank Topeka as a part-time law clerk while attending law school at Washburn University in 2008. He became a staff attorney in 2009, was promoted to Legal and compliance officer in 2011. Matt was promoted to assistant vice president, assistant general counsel, and director of compliance in 2014 and first vice president in 2018. He was promoted to his current position in October 2021.
 

Koupal has a bachelor of arts in political science from Southern Methodist University and received his law degree from Washburn University.
