HOPE
Homeownership Possibilities Expanded (HOPE) provides down payment, closing cost and purchase-related repair assistance to homebuyers earning at or below 115% of the Area Median Income (AMI) for the purchase of a primary residence in Colorado, Kansas, Nebraska and Oklahoma.
Unlike many down payment assistance programs, HOPE is not limited to first-time homebuyers. It expands access to down payment and closing cost support for the "missing middle" — moderate-income homebuyers who often do not quality for traditional grant programs.
Much like HSP and HSP+, HOPE is offered in partnership with participating FHLBank members. However, HOPE is funded through our voluntary commitment to further advance our housing mission beyond Affordable Housing and Homeownership Set-aside Programs. This includes an additional voluntary contribution equal to 5% of our prior year's earnings, above and beyond our required 10% regulatory contribution. These contributions are made possible through our members' participation in and engagement with FHLBank Topeka products and programs.
2026 HOPE Details
- Program opening date: March 16, 2026
- Eligible members were allocated HOPE funds based on scoring criteria. See 2026 HOPE Scoring Criteria and Allocation Summary and 2026 HOPE User Guide.
- Funds available: $6,330,000
- Maximum subsidy per household: Determined by the member, based on their available allocation and the household's need. Amounts may vary between households.
- Minimum subsidy per household: $2,500
- Member monthly limit: Two reservations may be submitted per eligible member, per month. The member limit increases by two reservations per member, per month on the third Monday of each month.
- Household income must be at or below 115% of the AMI.
- Current homeowners must sell their primary residence. Converting to a rental is no longer an option.
- Five-year retention period — Obtain Real Estate Retention Agreement (RERA) in Resources Section of this webpage.

- Looking ahead to 2027: Members must successfully fund a 2026 HSP or HSP+ reservation to qualify for a 2027 HOPE allocation.
Registration
TurnKey is offered in partnership with FHLBank members. Members are responsible for interviewing households to determine eligibility, submitting required documentation, advancing grant funds at loan closing and requesting reimbursement following loan closing. To participate in TurnKey, a TurnKey Member Registration Agreement (Registration Agreement) must be on file with FHLBank. Once submitted, the Registration Agreement remains valid for current and future rounds, eliminating the need for annual registration. Contact TurnKey@fhlbtopeka.com for registration information.

The TurnKey programs are offered in partnership with FHLBank members. FHLBank does not work directly with homebuyers and does not originate home loans. Contact an FHLBank member to determine eligibility and apply.
